THE REASONS FOR SAYING NO TO TAV-TAC
10 quick answers to sum up the reasons of our position
Why
do the mayors, the administrators and the inhabitants of a very widespread
area, which stretches from the Valley of Susa to the north-west suburbs
of Turin, say no to the high capacity railway line Turin-Lyon?
Because it is unacceptable that a project with such an importance and
high impact, i.e. a high speed/capacity railway line, is undertaken without
involving the inhabitants of the areas in question;
·
Because a land, which is already crossed by a river, a motorway - ringroad,
two main roads, an international railway line, two long distance power
lines cannot bear a new infrastructure without seeing compromised both
its own future development (from the touristic, agricultural and residential
view point) and its current liveability level;
Because the night sleep would constantly be interrupted by the noise made
by the many hundreds of foreseen trains, thus causing serious consequences
to the health (you just need to think of what Malpensa airport is causing);
·Because
this area (after the closing up of the Mont Blanc tunnel), daily crossed
by 7.000 trucks, 110 trains and 15.000 - 20.000 cars, plays already and
fully its role as connection between Italy and France;
Because the propaganda forecasts of the movers (for the next 20 years)
are based on foreseen traffic streams, which are nowadays proved wrong
by the actual trends of the last 10 years. Plus, the Barcelona-Kiev corridor
(east-west) has no ground since the goods are actually conveyed on a north-south
corridor;
Because a study on traffic streams, recently ordered by the Mountain Consortium
of Communes, and basing itself on Governmental Committee and French data
(SETEC), highlights the uselessness of this new line: the forecast of
passing from the road to the rail traffic is equal to 1%. As an effective
and economical alternative, such study indicates also the use of all current
Alpine crossings (modernized both from the technical and the environmental
point of view);
Because a new infrastructure would expose the area (already threatened
hydrogeologically) to serious risks of floods (as it is shown in a study
on the Dora Riparia river made by the Mountain Consortium of Communes);
·
Because it is a project with a devastating impact on the environment and
with enormous costs both for its construction (at least 1.600.000.000
euros) and for all the consequent following-up. Such costs would be either
paid by everybody, i.e. by all of us inhabitants of this area, or would
be deducted from the health care system, the public school, the retirement
pension, the social services;
Because on the following 15 / 20 years, this valley and the Turin suburban
area would turn into a single yard with hundreds of trucks conveying daily
extracted material from the 54 Km-long tunnel under the Moncenisio passage
and from the other 40 Km-long tunnels all along the valley, thus causing
dust, noise and vibrations;
Because the inhabitants of the Valley of Susa, who already put up with
the environmental impact of the road traffic, have been among the first
asking to transfer part of the goods traffic on the railroad.
Yet,
we ask that all this will be made by:
- Splitting
the traffic streams between the other railway lines and the road crossings
already connecting Italy to Europe. These lines will have to be optimized
and made compatible to the area, but at the same time they have to answer
the territory needs without cutting off the Piedmontese region, as someone
erroneously thinks;
- Rationalizing the traffic streams, thus avoiding useless haulage and
empty trains, which are currently very numerous.
- Letting only containers in the train and not the whole truck (as it
happens nowadays), like the high capacity line proposal.
